Article 1 Section 8 Paragraph 15 of the American Constitution says," To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions." This means an army can be drafted. However, the drafted army can NOT be used OUTSIDE the borders of the United States. ONLY INSIDE and only for the purposes mentioned.
