Yugoslavia passed a new law on the Yuguslav army in January 2002, but this law still doesn't include any regulation on conscientious objection. Conscientious objectors can only perform a service without arms within the Yugoslav army - clearly not satisfactory for conscientious objectors. Media reports lead to quite some confusion. Some media wrote about a "military civilian service", and some even presented this option as a genuine civilian service, so that many conscripts got quite confused.

May 15th has been proclaimed the international conscientious objectors` day on the ICOM (International Conscientious Objectors Meeting) in the year 1983. Yet, it was only this year that the antimilitarist network, consisting of NGO from many towns in Serbia and Montenegro, organized, let us say, a notification of this day. The action of notifying this date took part in 17 towns simultaneously. Although in most of the towns the basic action consisted of delivering leaflets and sticking posters, even such modest actions were not allowed in some places by the police.

The Military Court of Justice stroke almost into the center of Montenegrian political life. The trial process started against vice-president of Montenegro Government, Mr. Novak Kilibarda for his statements, which were described as "endangering the military and defense strength of FRY" and charges were also raised against two ministers - Mr. Dragan Soc and Mr.Vojin Djukanovic.

Yugoslav public was recently shocked with the information that father of the soldier who died in the war, killed the man who brought to his son a draft call. That is how the duty of people who were delivering draft calls during the war, with more or less responsibility, got another dimension.
