As such, resistance must not promote any kind of military court activity.</p> <p>RAMALC promotes nonviolent acts of resistance, based on the assumption that resistance cannot use the same military methods which restrict the right to live in peace. Additionally, since antimilitarism should be an active and participatory exercise, direct actions are part of RAMALC’s activities.</p> <p>The Network was formed as such in 2014, but the truth is that it was already formed long before that. field--name-body field--type-text-with-summary field--label-hidden field--item"><p><em>Laboratorio de Paz (Peace Laboratory) </em></p> <p>The purpose of this essay is to weave a link between the increasing militarisation witnessed in different Latin American countries and the extractive model of production, promoted as a blueprint for development in the region, with special attention given to the last decade. To do this, we will explain ‘the right to peace’ and also define “extractivism”. Furthermore, we will give a summarized account of the Latin America’s antimilitarist movement to then draw together useful ideas for human rights activists who welcome the proposed demilitarisation of the region.</p> <h3>The human right to peace</h3> <p>Since the year 2005 a group of experts, interested parties and activists have been meeting in Spain to agree on a declaration aiming to gain official recognition for the human right to peace. After conclaves in the cities of Guernica, Bilbao, Madrid, Barcelona and Seville, they agreed upon an accord named the Luarca Declaration (LD), which to date constitutes the greatest effort for its conceptualisation. The LD is made up of a preamble and two parts, the latest ‏ version of which was published in 2006 since when it has been suggested that the United Nations include it among international human rights accords as a mandatory requirement for Member States.</p> <p>The first idea to arise from the LD is that the right to peace does not develop simply in the absence of war and conflict but also necessitates the fulfilment of other inherent preconditions. Paragraph 2 of its preamble establishes that it recognises the positive conception of peace that goes beyond the strict definition as the absence of armed conflict and is linked to the social, economic and cultural development of peoples as a condition for the satisfaction of the basic human needs, to the elimination of all types of violence as well as to the true respect of all human rights. Consequently, paragraph 13 declares that as long as poverty and a system that perpetuates it exist, peace will be a mirage. “Considering that the promotion of a culture of peace, the global redistribution of resources and the attainment of social justice should contribute to establishing a new economic world order which enables achieving the proposals of the present declaration to eliminate the inequality, exclusion and poverty that generate structural violence incompatible with peace at national and international levels.” Another aspect that it views, as structurally violent, is impunity. Paragraph 15 points out: “conscious of the end of impunity as a tool for peace it also requires that all military or security institutions be completely subject to the rule of law, fulfilling their obligations that derive from international law regarding human rights and international humanitarian law and the attainment of peace, and that, however, military discipline and carrying out the orders of one’s superiors should be subordinate to the achievement of these objectives.</p> <p>One of the things the LD focuses on is the production and traffic of arms of any kind which “endangers peace and security and hampers the exercise of the right to development. Furthermore it considers respect for the‏ environment a necessary characteristic for the ending of violence and that “the pursuit of peace is intrinsically linked to respect for the environment, just as it is to economic social and cultural development of all people who are environmentally and humanly sustainable.” </p> <p>Different guarantees are brought to light in the contents of the right: right to peace and Human Rights education; to human security; to live in a safe and healthy environment; to civil disobedience and conscientious objection; to resist and oppose barbarity; to refuge; to emigrate and participate, to the freedoms of thought, conscience and religion; to real resources that protect against violations; to disarmament; to development; to a sustainable environment and correct information. In the right to civil disobedience and conscientious objection, the right to civil disobedience is recognised when faced with activities which supposedly threaten peace, the right to obtain the statute of conscientious objector when faced with military duties imposed by Member States and the right to not participate in and denounce scientific research for the development and production of weapons of any kind. Other interesting considerations include the right to disarmament. This law establishes that individuals or peoples should not be considered as enemies by any states and that resources released by disarmament should be used for the common good.</p> <p>Section 2 of article 6 referring to “the Right to resist and oppose barbarity” establishes that “individuals and peoples have a right to oppose to war, war crimes, crimes against humanity, violations of human rights, the crimes of genocide and aggression, all propaganda in favour of war or the incitement to violence and violations of the human right to peace, as defined in the present declaration.”</p> <p>The LD therefore defines the human right to peace in accordance with associated rights and obligations. At first glance, it may seem to lists rights already included in existing instruments and, in truth, many analysts deem the human right to peace to be a “composite right”.</p> <h3>Uniformed extractivism</h3> <p>The term 'extractivism' should be interpreted as a way of organising the economy of a country based on four characteristics:</p> <ul><li>A high dependency on intensive extraction of natural resources</li> <li>In great quantities (tendency to use a single product/crop)</li> <li>low processing (added value)</li> <li>destined for sale abroad (exportation)</li> </ul><p>The current growth of extractivism in the region is occurring regardless of the ideology of the national governments who have strengthened the role the state plays in regulating the capital within their territories. So, together with transnational companies, nation states have become a major contributory factor in encouraging extractivism in the region.</p> <p>Between 2003 and 2013, while the rest of the world was experiencing a wave of economic crises, Latin America in contrast showed good economic signs. The continent benefited from the so-called boom in the price of raw materials due to the fact that its main exports were historically, and still are to this day, energy resources such as petrol, gas and coal. In 2011, for example, of the 20 biggest Latin American companies, 13 belonged to the petrol, gas, mining, and iron and steel sectors. The money that entered these countries as a whole served to reduce of the poverty rate in the region. In 2012 the Economic Commission for Latin America and the Caribbean (ECLAC), stated that the poverty rate in the continent was at a 30 year low at 28% of the total population.</p> <p>However the high revenue was not used solely for social programs aiming to lower the rate of extreme poverty but was also used to modernise the Armed Forces of Latin American countries through a significant increase in arms purchases. In a study conducted by Laboratorio de Paz, based on figures from the Stockholm International Peace Research Institute (SIPRI), it was learnt that Latin America had increased its arms purchases by 150%, spending a sum of $13,624,000 between 2000 and 2010. Military spending worldwide in 2012 was 1.7 billion dollars, or 2.5% of the gross national product. In Latin America spending on defence was approximately 4%, higher than the world average.</p> <p>Here we can see a clear relation between the expansion of a raw material-exporting economy based on intensification of the extractive industries both for governments on the “left” as well as the “right” and the increase of militarisation in their territories. On this topic the Uruguayan researcher and journalist Raúl Zibechi declared “there is no extractivism without the militarisation of society... this is not an error, militarisation is part of the model. There is no open mine or mega mining projects without militarism. You cannot see it in the city where you live, if you live in the city, but if you draw a little closer you will see an increasingly militarized environment.”</p> <p>We understand militarisation to mean not only the heavy presence of armed forces personnel in a given territory but also by the growing influence of military values within society. If we classify the 2003 and 2013 period between the years in Latin America as the “extractivist decade” we can say that following these 10 years the region has become much more militarised. This militarisation is felt not only in the high budgets apportioned for the running of the armed forces and the increase of arms purchases but also in a systematic criminalisation of peaceful protest, social movements and the popular leaders who drive them that is common to many countries. This process of criminalisation includes the amendment, and presently the proposal, of laws, that render criminal the strategies used in struggles throughout the history of Latin American popular movements such as road closures or the use of masks or hoods by demonstrators. Latin American governments of different ideologies such as Chile, Argentina, Venezuela or Ecuador have approved antiterrorism laws influenced by the spirit of September 11 in the United States and the Manichean and militarist vision through which the Bush Administration contemplated the fall of the Twin Towers.</p> <p>The growth of extractivism and militarism has, however, generated widespread social resistance across the continent. When you observe the reasons for which the Latin American population is mobilising for its rights, we find that indigenous and rural communities are lead the protests against major mining projects in militarised territories. According to the Observatory of Latin American Environmental Conflicts (OLCA) during the year 2012, for example, there were 184 regional active conflicts, five of which were cross-border, affecting 253 communities. Many of the main demands of those movements are related to the lands they live on: the demarcation and handing over of territories belonging to indigenous communities, the demand for the right to be consulted before the implementation of energy extraction projects, the publication and dissemination of environmental impact assessments and mobilisation because of land, water and air pollution caused by extractive activity. In recent times, many indigenous and rural leaders as well as human rights activists have been detained for participating in demonstrations and are being put on trial in courts that do not guarantee independent justice. Some demonstrators have been killed by the police or military and their deaths remain unpunished through a failure to sanction those responsible.</p> <h3>Latin American Antimilitarist movements</h3> <p>During the eighties, many Latin America countries were ruled by military dictatorships or were suffering the after-effects of civil war in their territories. It was the Cold War era during which the United States considered Latin America a region within its sphere of influence, its “backyard”. Its steady but traumatic democratisation was accompanied by antimilitarist sentiment that developed among large swathes of its youth and began to be expressed in organizations and politics.</p> <p>An initiative of religious inspiration, Service, Peace and Justice (SERPAJ), born in 1974 in Colombia, spread to various Latin American countries where it was responsible for promoting values such as active nonviolence, the culture of peace and conscientious objection (CO) to military service as a right which could and should be demanded from the authorities. Many of its offices such as those in Ecuador, Colombia, Chile and Argentina were the catalysts to starting a local CO movement but it was in Paraguay that they were most developed and made significant advances: in 1992, they succeeded in having the conscientious objection formally recognized in one of the articles of Paraguayan Constitution. The following year, the first people declared themselves as objectors, gaining media attention and the broadcasting of their message. In 1994, Asuncion hosted the first Latin American CO meeting where they agreed to the creation of the Network of Conscientious Objection in Latin America and the Caribbean (ROLC) which, before the internet became commonplace, managed to coordinate activities in different countries and edit the ‘Objetando’ (objecting) magazine. The different groups that incorporated themselves to the ROLC widened the subject of CO to a broader criticism of militarism for which over time the network became the Coordinator of Conscientious Objection in Latin American (CLAOC) which existed until 2004. Various reasons may explain its decline. The first is that many countries gradually have prohibited conscription, the main enemy against which activists rallied- and have approved CO in different laws. Secondly, the autonomy which the CLAOC wanted vis-a-vis non-governmental organizations consequently meant fewer economic resources to conduct campaigns and organise meetings. Since 2005 War Resisters’ International has tried to promote, with relative success, an antimilitarist network in Latin America encouraging meetings, joint declarations and training in non-violent direct action.</p> <p>Three main trends developed within the CO movements of Latin America: the religious, the anti-imperialist, and the anarchist. SERPAJ represents the first trend, who were influenced by “liberation theology” for which CO was a moral obligation derived from the commandment “thou shalt not kill”. The anti-imperialist trend was shaped by groups with Marxist leanings that tactically rejected compulsory military service but were quite in favour of a ‘patriotic’ or ‘popular’ army such as those that carried out guerilla warfare during the struggles for national liberation. These groups were particularly active in denouncing the presence of North American military bases and the School of the Americas, a place in the United States where much of the Latin American military leadership was trained. In third place, with fewer numbers but with a total understanding of the consequences of militarism were the anarchists who rejected the proposal of alternative service to states but accepted being part of local coalitions that confronted some of the concrete expressions of militarism in daily life</p> <h3>The Challenges</h3> <p>The challenges facing antimilitarists in Latin America are manifold, however the proposed conceptualisation for the ‘right to peace’ expressed in the Luarca Declaration represents an opportunity to have a conceptual basis that would be able to link it with the work of other social and popular organisations on the continent.</p> <p>Having the Luarca Declaration as a conceptual umbrella, the process of state militarisation as an inherent part of the extractivist economic plan generates a concrete field of work for peace activists. Some effort should be made in the direction of continued reflection and research, drawing a clear the link between these two dimensions; Extractivism as a model of hegemonic development following the end of neo-liberalism in the region and militarisation of bodies and territories, a link which is not always clear neither for activists nor for society itself. Some of these contributions can feed the debate which is presently developing in regional and global organs for the protection of human rights that, as a result of the effects of petrol activity and mining, is seeking to apportion the responsibility of business entities, in particular, to respect human rights.</p> <p>Secondly we believe that radical antimilitarism, which is the idea of a society whose functioning is based on values different from those of militarism, can bring a fresh point of view and create analyses and proposals that would overcome the limits of the debate currently viewed from the left or the right, categories which we know today overlap, at least in the case of Latin America, in the cult of the army which said ideology considers differently as a threat of the use of force and the state monopoly on the use of weapons as a method to resolve conflict.</p> <p>Lastly there is accumulated experience in the use of nonviolent direct action to promote cultural social and political change in society. Given its own history and figures of national liberation movements that confronted different colonialisms with armed struggle, the guerilla wars and the guerilla leaders or militarists such as Che Guevara or Simon Bolivar still serve as models for the social movements in the region. Part of the criminalization strategy of the States is to impede the democratic and peaceful mechanisms of protest because of which protesters resort to violent methods which are then used to carry out propaganda campaigns of criminalisation precisely because of the “violent” or “terrorist” character of those are protesting which results in the isolation of the protesters and the fragmentation the movement itself. Antimilitarists can and should accompany these movements to increase the chances of impact through nonviolence.</p> <p>www.laboratoriosdepaz.org</p> </div> <!-- END OUTPUT from The continent benefited from the “boom of price in raw materials”; historically, the region's main export products are energy resources like oil, gas, coal and other minerals, and this continues today. In 2011, for example, 13 of the 20 biggest companies in Latin America belonged to the oil, gas, mining and iron and steel sectors. The money that entered the region managed to reduce poverty; in 2012, the Economic Commission for Latin America and the Caribbean (ECLAC) affirmed that the continent showed the lowest percentage of poverty (28.8% of total population) in the last 30 years. <p style="text-align: left;" align="JUSTIFY" lang="es-VE" xml:lang="es-VE" xml:lang="es-VE">However, the high economic incomes were not only destined to reduce levels of extreme poverty, they were also intended to modernise the armed forces of Latin American countries by a significant increase in arms purchases. In a study carried out by Peace Laboratory, based on figures from the Stockholm International Peace Research Institute (SIPRI) it was revealed that Latin America had increased it's weapons purchases by 150%, spending $13.624 million between 2000 to 2010. Military spending worldwide in 2012 reached $1.7 billion, or 2.5% of global Gross Domestic Product (GDP). On this, the researcher and Uruguayan journalist Raúl Zibechi said: “There is not extractivism without militarisation of society... This is not to be a mistake, militarisation is part of pattern. There is not surface mining, mega mining without militarism. One cannot see it in the city where you live, if you live in the city, but if it comes a little you will see an increasingly militarised environment.” <p style="text-align: left;" align="JUSTIFY" lang="es-VE" xml:lang="es-VE" xml:lang="es-VE"><a name="__DdeLink__403_1077552842" id="__DdeLink__403_1077552842"></a> We understand “militarisation” not only as the physical presence of members of the armed forces in a determined territory, but also as the growing influence of the values ​​of the military in society. If we qualify the period between 2003 and 2013 in Latin America as “the extractive decade”, we can say that after those 10 years the region has become much more militarised. This is clear not only in the high budgets for the operation of the armed forces and the increase in the purchase of weapons, but also in a process of criminalisation of peaceful protest of social movements, popular leaders and indigenous communities that drives it, which has become common practice in several countries. This process of criminalisation includes the reform, the creation and the current proposals of laws that establish as offences historical strategies of struggle in Latin American by popular movements, such as strikes, street closures or the use of masks or hoods by protesters. Latin American governments of different ideologies like Chile, Argentina, Venezuela and Ecuador, have adopted antiterrorism laws influenced by the reaction to the September 11th attacks in the United States, and the militaristic and Manichean vision by which the government of George W. Bush faced the collapse of the Twin Towers of New York. They declare - “preemptively” - all those who exercise acts contrary to the supreme interests of the State and the Nation as internal and external enemies.</p> <p style="text-align: left;" align="JUSTIFY" lang="es-VE" xml:lang="es-VE" xml:lang="es-VE">In contrast, when the reasons for which the Latin American populations are mobilizing for their rights, we find that they are indigenous and peasant communities that are leading the protests against mega-mining projects in militarized territories. Extractivism and militarism have generated broad social resistance throughout the continent. According to the Latin American Observatory of Environmental Conflicts in Peru, during 2012 there were 184 active regional conflicts, five of them cross-border, involving 253 effected communities. Some of the main demands of the movement have to do with the land in which they live; demarcation and delivery of territories to indigenous communities, the right to be consulted before making energy extraction projects, the realization and dissemination of environmental impact studies, and the mobilization against soil contamination, water and air as a result of mining and extractive activity. Today many indigenous and peasant leaders, as well as human rights defenders, have been arrested for participating in demonstrations, and are being subjected to trials in courts that do not guarantee an independent judiciary. Some protesters have been killed by the police or military forces, and their deaths remain unpunished.</p> <p style="text-align: left;" align="JUSTIFY" lang="es-VE" xml:lang="es-VE" xml:lang="es-VE">In Latin America the challenges for antimilitarists are manifold. One of them is to continue to investigate and make visible the links between extractivism as a hegemonic development model after the eclipse of neoliberalism in the region, and the militarisation of bodies and territories. These points are not always clear for activists or for society itself.</p> <p style="text-align: left;" align="JUSTIFY" lang="es-VE" xml:lang="es-VE" xml:lang="es-VE">Secondly we believe that comprehensive antimilitarism - which proposes a society whose operation is based on values other than militarism - can provide a view that, from another location, perform analysis and proposals to overcome the limitations of ideological debate between the "left" and "right". These are categories we now know match, at least in the Latin American case, the cult of the army, consider 'difference' as a threat or an enemy, and the use of force and the state monopoly on the use of weapons as methods for conflict resolution.</p> <p style="text-align: left;" align="JUSTIFY" lang="es-VE" xml:lang="es-VE" xml:lang="es-VE">Then there is our accumulated experience in the use of nonviolent direct action as a promoter of cultural, social and political change in society. Because the history of Latin America, and the leaders of national liberation movements that used armed struggle to challenge the different colonialisms, social movements in the region continue to refer to the guerrillas or militaristic leaders like Che Guevara or Simon Bolivar. Part of the strategy of criminalisation by states is to hinder democratic and peaceful means of protest, so that the protesters resort to violent methods, which the state can then use to make a campaign of criminalisation precisely because the "violent" nature of "terrorist" protesters, which ends up isolating and fragmenting the movement itself. Antimilitarists can and should accompany these legitimate movements, the grassroots, the struggle for land, the environment, by areas of participation and enjoyment of human rights by trying to align="JUSTIFY" style="text-align: left;"><em>Rafael Uzcategui is a Venezuelan conscientious objector, author, and human rights activist who has been active with War Resisters' International, and in antimilitarism more generally, for many years. Here, he summarises the main tendencies of the Latin American conscientious objection movement, and details how his own nonviolent anarchist position fits into this picture.</em></p> <p>During the eighties, many Latin American countries were living under military dictatorships or suffering the consequences of civil war. These were also the days of the Cold War, during which the US considered Latin America one of its 'zones of influence': almost like a back garden. The traumatic and progressive democratisation process meant that broad swathes of the continent's youth developed an antimilitarist sentiment, which began to take on an organised and political dimension. As an adolescent at the beginning of the nineties in Barquisimeto, a town 5 hours away from the Venezuelan capital of Caracas, my peers and I had to hide ourselves twice a year for fifteen days, to avoid compulsory military service. Otherwise they would seize us on the streets and, without wasting words, force us into a truck, with others just as terrified, and from there take us to the barracks. For many of us, these forced recruitment raids or 'press gangs' were the starting point for our rejection of authority and of the military uniform.<span style="font-family: Arial,sans-serif;"><span style="font-size: small;"><span style="background: transparent;"></span></span></span></p> <!--break--><p></p> <p align="JUSTIFY" style="text-align: left;">It was a religious initiative, SERPAJ (the Peace and Justice Service), founded in 1974 in Colombia, which was responsible in many Latin American countries for promoting values such as active nonviolence, a culture of peace, and the idea of conscientious objection as a right which ought to and could be demanded of the authorities. Many of the initiative's offices, for example those in Ecuador, Colombia, Chile and Argentina, were the driving force behind the establishment of local conscientious objection movements, but it was in Paraguay that the initiative made the most significant advances: in 1992, the members of this branch managed to ensure that the Paraguayan constitution should formally recognise conscientious objection in one of its articles. The network's different groups enhanced the subject matter with which it dealt to cover a broader critique of militarism, such that with time, the network became the Latin American Coordination of Conscientious Objection, which existed until 2004. There are several reasons for its decline thereafter. The first is that many countries, across the continent, banned forced military recruitment raids or 'press gangs', which were the primary target against which activists had mobilised. They also allowed for conscientious objection in various laws. The autonomy the network wanted to maintain from NGOs also left it with few economic resources for carrying out campaigns and organising meetings. Since 2005, War Resisters' International (WRI) has attempted, with relative success, to promote an antimilitarist network in Latin America, calling for meetings, joint declarations, and trainings for nonviolent direct action.</p> <p align="JUSTIFY" style="text-align: left;">Three main tendencies developed within the Latin American conscientious objection movement: the religious tendency, the anti-imperialist tendency, and the anarchist tendency. SERPAJ and various NGOs represent the first, which forms part of a plethora of initiatives which fall under the rubric of 'liberation theology' and in which the objection is based on the commandment 'thou shalt not kill'. The anti-imperialist tendency was formed of broadly Marxist groups, which refused compulsory military service for tactical reasons, but supported the notion of a 'popular army' as much as they supported the national liberation struggles of the guerrillas. These groups were particularly active in denouncing the presence of North American military bases and the North American military school which trained a majority of Latin American top military brass (the higher ranks of Latin American militaries). The third tendency, with fewer adherents but an integral analysis of militarism and its consequences, were the anarchists, who rejected the proposition of an alternative civilian service to the state, but who were prepared to enter local coalitions which confronted concrete manifestations of militarism in every day life. Among the anarchists were to be found the punks, whose bands and fanzines helped disseminate the movement. Women were a minority in all three tendencies, and feminist critiques of the military received little attention. One shortcoming was that, despite the 'opportunity' represented by the separation of mothers from their sons due to compulsory military service, few women took part in the initiatives in their capacity as mothers and grandmothers.</p> <p align="JUSTIFY" style="text-align: left;">The debates between anarchists and anti-imperialists, according to context, were tense within the conscientious objection movement. One bone of contention was the Cuban government. Another was support – or rather, the impediment of criticism, which is also a form of support – for guerrillas such as the Armed Revolutionary Forces of Colombia, Shining Path, and the Sandinist National Liberation Front, as well as the relationship with leftist political parties. In 1994, the emergence of the Zapatistas' National Liberation Army in Mexico brought the debate about the nonviolence/ armed struggle dichotomy to the fore. The anarchists rejected the notion that 'bad' militarism only emanated from the Unites States, in contradistinction to a potentially 'good' militarism of the left. Rather, they affirmed that the army, by its very nature, was a synthesis of negative values which they rejected: obedience to authority, hierarchy, xenophobia, machismo, homophobia, the valorisation of force, etc. It was for this reason that when a militarist 'of the left', Hugo Chavez, took the presidency of Venezuela in 1999 and became a point of reference for Latin American anti-imperialism, communication between anti-imperialists and anarchists became fraught. However, a faction of anarchism in Latin America today questions the peace culture of the conscientious objection movement and advocates 'spontaneous violence' and the 'social warfare' of so called 'insurrectionalism'.</p> <p>In Latin America, antimilitarism as an identity has never had its own development, separate from the three tendencies described above. Participating in a political meeting and describing yourself as an 'antimilitarist' can lead to one of two things: you will either be looked at like an alien from another planet, or you will be met with the prejudice that being a pacifist surely means not believing in anything, not wanting to get your hands dirty or having to deal with 'problems'. It has never been easy to promote antimilitarism in a continent where the model activist for social change is the patriarchal figure of 'Che' Guevara. After the abolition of compulsory military service in many countries, many thought that antimilitarism had already achieved its objectives, however the integral critique of what the military 'core/modules/filter/templates/filter-caption.html.twig' --></p> <p>The Latin American and Caribbean Anti-Militarist Network (RAMALC), in the city of Mexico on September 23, 2015, with representatives from Colombia, Ecuador, Venezuela, Chile, Paraguay Brazil, Bolivia, Serbian anti-militarists and United States, together with their peers from Mexico, would like to express our solidarity with the mothers, fathers and relatives of the 43 student teachers of the Ayotzinapa Rural Teachers' College, disappeared in the State of Guerrero.</p> <p align="JUSTIFY" style="text-align: left;">The events took place during the night of the 26th and the early hours of the 27th of September, 2014, in which federal and municipal police pursued and attacked students from the Ayotzinapa Rural Teachers' College, journalists and civilians. The attack left at least 9 people dead, 43 students missing and 27 wounded - it has become one of the most emblematic events of human rights violations, not just in the Mexican Republic but in all latitudes.</p> <p align="JUSTIFY" style="text-align: left;">Within days of the disappearance’s first year anniversary, the victims' families began a fast, to demand that their children appear. We are united with citizens from Mexico and around the world in solidarity to their right to peaceful protest in the demand for proof of life, justice, truth and no impunity.</p> <p align="JUSTIFY" style="text-align: left;">Likewise, in commemoration of the anniversary of this terrible event and the lack of answers, and given the results of the CIDH experts committee research, we'll march in support and solidarity with this fight; it's not just the victims' families - everyone seeks events like this are never forgotten and never repeated, and that the disappeared appear and that there is not injustice or impunity.</p> <p style="text-align: left;">We remember that everyone has the right to peaceful demonstration, fasting, concentrations, marches and protests, what it means to express in public, individually or collectively, and by non-violent means, discontent, disagreement or indignation with events and situations that affects them directly, in the demand of their rights, truth, justice and no impunity in the frame of a free and democratic society.</p> <p align="JUSTIFY" style="text-align: left;">Fasting is a tool of nonviolent struggle, included in the right to pacific demonstration enshrine in Article 20 of the Universal Declaration of Human Rights. It must be respected and guaranteed by having the authorities taken all the protective measures, so it can be fully implemented. We remind that Human Rights International Protocols oblige States to guarantee the no intervention under any form of duress and the strikers' protection, as well as demonstrators accompanying them during the day.</p> <p align="JUSTIFY" style="text-align: left;">The severity of the events that took placed in Ayotzinapa and the worldwide commotion and consternation in the face of these disappearances, forces the Mexican State to dispose of all actions and resources to provide an immediate answer to the victims' families, and not allow this case to constitute one of the most deplorable events in Latin America and the world's recent history.</p> <p style="text-align: left;">Furthermore, we demand that the Mexican authorities must allow access to the families and CIDH experts to all places, including the military facilities and fields, where it's suspected the students could be located.</p> <p style="text-align: left;">The CIDH experts' committee's first results oblige the Mexican State to fulfil its duties, intensifying the search efforts for the disappeared, in search for the truth, justice and no impunity.</p> <p style="text-align: left;">The enforced disappearance constitutes one of the worst crimes against humanity, we advocate the clarification of all cases before and after Ayotzinapa and those responsible punished.</p> <p style="text-align: field--item"><p>It is not news to say that extractivism in Latin America has been imposing an increasingly deeper model of extraction and export. The competition to be a destination of mining, oil-reserves, forestry or fishing investment is a characteristic of the majority of the countries in the region.</p> <p>However, extractavism is receiving increasing criticism from broad sections of society including academia and social movements.</p> <p>One of the most important criticisms says that extractavism not only fails to relieve poverty and dependency, but it actually perpetuates these conditions. This has come to be known as “the curse of abundance”<sup><a href="#sdfootnote1sym" name="sdfootnote1anc" id="sdfootnote1anc"><sup>1</sup></a></sup>.</p> <p>This curse has nothing to do with “living seated on a bag full of gold” and remaining poor<sup><a href="#sdfootnote2sym" name="sdfootnote2anc" id="sdfootnote2anc"><sup>2</sup></a></sup>. That which reigns in the economic programs of the Latin American governments is the deepening of extractavism, to achieve more growth or to pay social debts by means of various types of bonuses. This bonusocracy (a term used to describe countries which grant bonuses to the most vulnerable sections of society) has become a way of perpetually sustaining progressive sectors in governments. By capt</p> <p>During the majority vote in this way, they have said goodbye to using ideological support in order to gain executive power.  It has even, on occasion, generated conflict with the social movements, as is the case of the Government of Correa in Ecuador, who they initially brought to power.</p> <p>This curse of abundance has transformed into the curse of extractavism. The imposition of mining projects for example, has resulted in an increasing conflicts with local communities. So much so, that today in Latin America no new mining projects have been developed without socio-environmental conflicts and community resistance.</p> <p lang="es-CL" xml:lang="es-CL">It is said that the mining sector faces three principle conditions: The difficulty in finding new reservoirs, the increase in the costs of production and the growing lack of social licence and increasing community rejection<sup><a href="#sdfootnote3sym" name="sdfootnote3anc" id="sdfootnote3anc"><sup>3</sup></a></sup>.</p> <p>The first two conditions have technical solutions. The third has been addressed with different approaches, all of which have been unsuccessful to date. The initial attempt was Social Corporate Responsibility (SCR) through the creation of foundations and hand-outs to the local communities, conveniently abandoned by the States. Then came the politics of “good neighbour”, accompanied by co-option, corruption, division and social decomposition. The failure of these strategies finally brought business and governments to impose projects in the face of social opposition through the criminalisation of protest.</p> <p>The allegations of the anti-mining leadership are in the news constantly, with or without foundation, as was the case of Javier Ramirez, anti-mining leader of the Intag community, in the north of Quito in Ecuador. After he was captured unjustly, the community became militarised, using weapons to instil fear. Even though it is certain, as in many cases, that neutralising the community rejections to mining will not be achieved, they achieve self-censorship and fear of openly expressing one’s opinions on the development.</p> <p>But militarisation is not only part of the politics of progressive governments but also countries that have transformed themselves into mining models as in the case of Chile. Here, a police contingent has virtually held the Caiman community kidnapped, in the east of the port of Los Vilos. It had mobilised and taken the access roads to the Pelambred de Antofagasta Minerals mining installations, for nothing but to demand a judicial decision that determined the restitution of the waters intervened by the mining for the construction and operation of a tailings dam. In the last period of conflict, the town of Caimanes had remained mobilized for more than three months demanding that the highest court be granted to them and that the business refuses to give compensation.</p> <p>The police force has militarised the zone, dispatching Special Forces to prevent the community, through social pressure, from obtaining their consecrated right for the judicial decision of last resort.</p> <p>Sadly famous is also the case of Maxima Acuna in the locality of Celendin, Cajamarca, Peru. Here, the Yanacocha mine, known worldwide for its trampling of human rights and the use of force with its group of private guards “Forza”, has managed to circumvent judicial decisions that have been granted in repeated opportunities to the family of Maxima in respect of the ownership of their lands.</p> <p>Despite the fact that Yanacocha recognised this family’s rights over reclaimed land, in order to develop its Conga Project, the harassment and atrocities continue as if the voice of justice was carried away by the wind.</p> <p>Maxima was criminalised by the prosecutors, a request of Yanacocha (property of the Newmont Mining Corporation business, the Peruvian national group Cia. National Buenaventura and International Finance Corporation IFC), and condemned in the first instance to prison and payment of an indemnity to the mine. Then at appeal he was absolved of all charges, recognising the rights over his lands. Apparently in Peru, this is not sufficient, and it has become a tendency that criminalisation is one of the last resorts utilised once other strategies of dissuasion and convincing have failed.</p> <p>In the cases mentioned and many others, criminalisation through juditialisation has been a well-used practice in countries like Peru and Ecuador. In Peru, the majority of the cases of criminalisation are dropped at the higher level, which denotes a complexity between governments, business and some local judges, in cases that don’t stand up legally.</p> <p>In Ecuador on the contrary, the political dependency and the fear instilled in justice on the part of the central government has managed to incarcerate leaders unjustly and zones are militarised in order to impose extraction projects. The lack of dependency on justice in Ecuador has achieved a high level of self-censorship and the increase of the risks of opposing extractavism generates a great deal of uncertainty and fear in the population.</p> <p>In Bolivia, for its part, there have also existed episodes of criminalisation. Especially in the case of Cancio Rojas, leader of the Mallku Qota community that opposes a mining Project in Potosi, who was unjustly incarcerated. But perhaps the most serious has been the strategy of division by force of one of the icons of the indigenous movement of the Bolivian Altiplano. We are referring to the Conamaq. Through the medium of violence, and the use of the armed police force, the government decided to collapse the organisation, permitting the assault at its headquarters and the aggression toward its leaders.</p> <p>The motive of these arbitrary and antidemocratic measures was the non-acceptance of the extractavist model of the government of Morales since the communities affected reclaimed the loss of rights against the mining projects. The fact that a president of indigenous origin uses state violence in order to suppress the indigenous movement and its demands, attracts attention.</p> <p>We are not talking about countries where legacies of dictatorial regimes are those that criminalise and suppress the population with the use of the armed police force as has been the case in Guatemala and Honduras. We speak of alternative governments, brought to the control of the executive with the unconditional support of social and indigenous movements, and where without them they would not have had the opportunity to govern.</p> <p>It shows us that extractavism has installed itself in Latin America as an act of faith in Latin American leadership. And as in other eras, it imposes blood and fire, costing sometimes life, freedom and the democracy of our villages. Nonetheless, this has not diminished the resistance that manifests itself increasingly greatly in the defence and the recuperation of essential rights for the support of political projects of justice (<a href="http://www.colectivocasa.org.bo/">http://www.colectivocasa.org.bo/</a>)</span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span>- Consejo Regional Indígena del Cauca (CRIC): Consejo que reune comunidades de varios cabildos en el cauca y que han adoptado la nonviolence como su forma de resistencia en pos de sus derechos como pueblo, amenazados por la industria minera y la militarización. </span></span></p> <p><span><span><span>Debido a la situación en el país, decidieron finalmente renunciar a su participación en el encuentro dos personas del colectivo que edita el periódico El Libertario (Venezuela), publicación de orientación anarquista que lleva fundada en 1994 y que ofrece una visión independiente y crítica de la actualidad de su país, alejada del habitual triunfalismo y propaganda del gobierno venezolano. (</span></span></span><span><span><span><a href="http://periodicoellibertario.blogspot.com.es/"><span><span><span>http://periodicoellibertario.blogspot.com.es/</span></span></span></a></span></span></span><span><span><span>).</span></span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span>Además de la consolidación de una red de activistas gracias a la convivencia y la creación de lazos personales, durante esos días tuvo lugar un taller-entrenamiento dirigido especialmente a futuras personas formadoras en acción directa noviolenta y planificación de campañas para grupos de base. El taller estuvo facilitado por un equipo de tres personas de la IRG, ACOOC y Alternativa Antimilitarista-MOC de Valencia (España). </span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span>El primer día del taller se centró principalmente a la presentación del taller, el conocimiento mutuo, a formar grupo y empezar a abordar los temas que trataríamos en los días posteriores. Desde el primer momento en que se recopilaron las expectativas de las personas participantes y las reglas de funcionamiento que querían darse para el trabajo en los días siguiente, se hizo visible la necesidad de combinar en todo el taller no solamente la dimensión de formación para la formación, presentando técnicas y dinámicas que pudieran ser replicadas por las personas participantes en sus lugares de actividad, sino también dejar espacios y tiempos suficientes para el relato e intercambio de experiencias.</span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span>El segundo día del taller estuvo dedicado íntegramente a la presentación y realización de dinámicas de <strong>formación en Acción Directa Noviolenta </strong>(ADNV). Entre otras dinámicas, se realizaron barómetros (o espectro) de valores tanto unidimensionales como técnica de facilitación de debates sobre conceptos teóricos (violencia, noviolencia, desobediencia civil, etc), como bidimensionales (es violento-no es violento, lo haría-no lo haría) para incorporar la variable personal al debate, especialmente en la fase de preparación de una acción. Para terminar, se realizaron una serie de pequeñas dinámicas útiles para abordar de manera grupal y constructiva el tema de los miedos ante una acción. </span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span>El tercer día se centró en la <strong>planificación de campañas</strong>, y se compartieron juegos como el de volver la manta en grupo para aproximarse a los conceptos de objetivo-táctica-estrategia, un barómetro de valores para profundizar en la importancia de la planificación y se presentaron varias herramientas útiles para diseñar una estrategia, como por ejemplo “los pilares del poder”, el “campo de fuerzas”, la “estrella de las tácticas”, o el análisis SMART (Specific-Measurable-Achievable-Relevant-Time-bound) de los objetivos. Las personas participantes aplicaron todas estas herramientas a casos concretos de campañas en las que están implicadas.</span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span>El jueves se dedicó principalmente a que la gente participante pusiera en práctica lo aprendido en días anteriores <strong>simulando la preparación e impartición de alguna de las técnicas y dinámicas</strong> vistas en el taller, como los barómetros de valores o las filas de conflicto. Otra parte de importante de la sesión se empleó en desarrollar una dinámica de “teatro-foro” con la situación de una acción noviolenta en las protestas en Brasil. También se usó buena parte de la tarde para la presentación del más experiencias concretas de trabajo de los grupos y organizaciones presentes.</span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span>Finalmente, el viernes por la mañana se dedicó completamente a realizar la evaluación del taller completo y celebraron más tarde el final del encuentro en la sede de Acción Ecológica en Quito.</span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span>El martes y el viernes las personas participantes se reunieron para intentar dar impulso a una coordinación estable entre grupos pacifistas y antimilitaristas latinoamericanos. Este trabajo fructificó unas semanas después el 14 de abril con la celebración de actividades simultáneas en diferentes lugares con motivo del Día de Acción Global contra el Gasto Militar y la publicación de un texto común al respecto ya como <strong>Red Antimilitarista Latinoamericana</strong>.</span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span><strong>Foro Internacional “Militarismo y Extractivismo”</strong></span></span></p> <p lang="es-ES" xml:lang="es-ES" xml:lang="es-ES"><span><span>En la tarde del miércoles, el grupo se desplazó a la Universidad Andina Simón Bolívar, donde tuvo lugar el Foro Internacional “Militarismo y Extractivismo”, incluido dentro de las actividades del encuentro y con participación de algunos de los asistentes al taller. La mesa, que estuvo moderada por <em>Javier Gárate</em>, de la oficina de la IRG, contó como ponentes con <em>Esperanza Martínez</em>, de YASunidos, que hizo una panorámica mundial del extractivismo y la guerra desde principios del siglo XX; <em>Dan Contreras</em>, de “Ni Casco Ni Uniforme”, que se centró en hacer una cronología de la guerra que mantiene el Estado chileno contra el pueblo mapuche en el sur del país y también dio a conocer el otro proyecto extractivista, Pascua Lama, en el norte; <em>Fabián Mulcue</em>, líder comunal del pueblo nasa del Cauca (Colombia), relató la terrible situación de los indígenas de esta región, amenazados y asesinados tanto por el ejército como por la guerrilla por su rechazo a ser reclutados; y <em>Pietro Ameglio</em>, formador en noviolencia de gran experiencia procedente de México, hizo una radiografía del narcoestado mexicano y la situación de violencia exacerbada que se vive en el país.</span></span></p> <p> </p> </div> <!-- END OUTPUT infrastructure, pointing out that “War starts from here: let's stop it from here!”</strong></p> <p>Today, on 14 April, the Global Day of Action on Military Spending (GDAMS), 40 antimilitarist activists from groups coming from Britain, Germany, the United States, and from several Spanish cities and the islands of Tenerife and Gran Canaria, took part in a nonviolent direct action at the Navy Base (Arsenal Militar) of Las Palmas de Gran Canaria. They visualised the global threat posed by military spending with a huge banner marked with yellow marks along which to “cut” definitively military spending and military infrastructures, penetrating military water by 200m. The activists approached a quay where the war ships Tornado and Meteoro of the Spanish navy where moored, in front of which they let two helium balloons of a diameter of 2m rise marked with antimilitarist symbols.</p> <p>“<em>Las Palmas Navy base forms part of an infrastructure put at the disposition of a policy of military aggression.
