This year, due to Covid-19, the actions took place mostly online.</p> <p><em>War Resisters’ International </em>office, together with <em>Connection e.V.</em> released a number of videos by conscientious objectors (COs) and their supporters, celebrating CO Day, sharing their stories and solidarity messages.</p> <p>This year, we drew particular attention to those who have had to leave their country of origin due to forced recruitment, and who are looking for protection in other countries. Among others, the video contributions included messages from COs who are in exile, who had to flee their countries due to their refusal to war and forced recruitment, and seeking protection from persecution in another country.</p> <p>You can watch all videos here on our Youtube channel <a href="https://www.youtube.com/channel/UC0WZGT6i5HO14oLAug2n0Nw"><em>Refuse to Kill</em></a>. Find more information about EBCO's action <a href="https://ebco-beoc.org/node/465">here</a>.</p> <p><strong>In Germany,</strong> activists from local groups of DFG-VK (Frankfurt and Offenbach), Connection e.V. and Pro Asyl organised a gathering in Frankfurt (Hauptwache) to call for asylum for conscientious objectors and deserters. They 'constructed' the slogan „Conscientious Objectors and Deserters need Ayslum“ by means of modular components. See <a href="https://de.connection-ev.org/article-3073">here for photos</a>.</p> <p>Activists from DFG-VK (northern groups) held a vigil at the military airfield of Jagel nearby Schleswig (Schleswig-Holstein), holding banners for conscientious objectors and criticising Germany's involvement in numerous wars abroad. You can watch it <a href="https://www.youtube.com/watch?v=3cm2eE79Qqg">here</a>.</p> <p><strong>In South Korea</strong>, World without War, together with refugee rights and transgender rights groups, hosted an online 'talk-show' for the CO Day. The event highlighted and criticised how the refugee screening, transgender gender correction screening, and conscientious objector screening processes are militarised. You can <a href="https://www.youtube.com/watch?v=NIuPDm99zsc&amp;feature=youtu.be">see it here</a> (in Korean).</p> <p><strong>In Turkey</strong>, Conscientious Objection Association organised an <a href="https://www.facebook.com/events/864497034052358/" target="_blank">online workshop</a> with a live broadcast on Youtube. The event covered frequently asked questions by the followers of the Association, informing conscientious objectors, draft evaders and deserters about their rights in law. The recorded video of the broadcast (in Turkish) can be <a href="https://vicdaniret.org/15-mayis-dunya-vicdani-retciler-gunu-canli-yayin-video/">seen here</a>.</p> <p>In addition, a conscientious objector from Turkey declared his refusal to perform military service and released his statement on the same day. You can <a href="https://vicdaniret.org/vicdani-reddimdir-osman-yilmaz/">read it here </a>(in Turkish).</p> <p><strong>In Ukraine</strong>, Ukrainian Pacifist Movement (UPM), who recently joined WRI network, hosted a webinar, <a href="https://www.facebook.com/events/1083876101983963/" target="_blank">the Right to Refuse to Kill in Ukraine</a>. The main language of the event was Ukrainian, but UPM activists provided additional information in English. As part of the ceremony, some activists laid flowers at the International Conscientious Objectors' Memorial Stone. The activity will take place in the framework of a regional networking meeting with discussions on how to organise counter-recruitment work under the new circumstances of Covid-19.</p> <p><strong>In South Korea</strong>, <em>World without War,</em> together with refugee rights and transgender rights groups, hosted an online 'talk-show' for the CO Day. The event highlighted and criticised how the refugee screening, transgender gender correction screening, and conscientious objector screening processes are militarised. The event highlighted and criticised how the refugee screening, transgender gender correction screening, and conscientious objector screening processes are militarised. On this day, we remember and celebrate conscientious objectors' resistance for peace, their refusal to bears arms and take part in war - throughout history and today.</p> <p dir="ltr">This year, we're focusing on Colombia and standing in solidarity with Colombian conscientious objectors. In recent years, we have seen significant improvements for conscientious objectors in Colombia, both in law and practice. They include <a href="https://www.wri-irg.org/en/story/2018/conscientious-objection-forum-colombia-one-year-after-new-recruitment-law">a new law regulating conscientious objection</a> (initiated 8 years after the Constitutional Court decision recognising conscientious objection) and a decrease in the amount of <em>batidas</em>, a form of forced-recruitment by the Colombian military. These have all been thanks to the hard work and campaigning of conscientious objectors and their allies in the country for more than 20 years.</p> <p dir="ltr">Despite these positive developments, there are ongoing problems calling for international solidarity! The new law in question, despite being considered a positive step, falls short of meeting international standards and allows strong military influence over conscientious objectors. In addition, there are increasing concerns over a new form of <em>batidas </em>- forced-recruitment - by the Colombian military. Also,<a href="https://www.wri-irg.org/en/story/2018/two-years-after-peace-agreements-colombia-more-money-war"> the militaristic approach and policies of the current Colombian government</a> put at risk not only the rights of conscientious objectors but also the peace process between the government and FARC, and make it harder and harder to speak of genuine peace in the country.</p> <p dir="ltr">Colombian conscientious objectors call for their government to ensure their rights, stop any form of forced-recruitment and make sure that the peace process in the country continues. Although the ideal conditions for the respect and guarantee of the right to Conscientious Objection don’t exist yet, this right has become a reality that young men in the country can pursue.</em></p> <p><em>In addition, after over 4 years of negotiations and peace talks between the former government and the FARC guerrillas, an agreement was finally reached that allowed the return of a large part of that insurgent group. Despite the many gaps in the process, these agreements generated many expectations and hopes of overcoming the armed conflict that has been going on for almost 60 years in Colombia. In spite of this, the elected government, which currently holds power, was against the peace agreements during the peace talks. At present, it is in charge of implementing those agreements and it is making every effort not to do so and to force the country into an armed conflict once again.</em></p> <p><em>In this context, it is clear that the current government's goal is to prioritize and increase military spending and deepen an economic policy based on the extraction of resources, which will affect the population and the environment irreparably, but it will have a large army to defend those interests. Furthermore, the government has made commitments to the US and NATO which involve strengthening its military forces and joining the warlike adventures required by the international agenda.</em></p> <p><em>Undoubtedly, the effects of this for the Colombian population is deepening poverty, the exclusion and violation of their rights, the obligation to remain in the middle of the armed conflict, and the youth being obliged to take up arms to serve the official army or the different armies defending the interests of the powers governing the country.</em></p> <p><em>Thus, what at one point was seen as hope for Colombia is currently proving to be an involution in terms of rights and guarantees for citizens to exercise those rights, including the right to Conscientious Objection.</em></p> <p><em>Antimilitarism is not only a way of defending peace as a way to overcome confrontation and its structural causes, but it is also the way to ensure that the progress made in terms of the recognition and guarantee of the right to objection remain and be can expanded and increased in Colombia.</em></p> <h3><em>What do Conscientious Objectors in Colombia demand?</em></h3> <p><em><strong> - No more “raids” with invitation! -</strong> Young men are summoned by the Armed Forces to resolve their military situation, however, ignoring the law and due process, young men end up being recruited on the first citation.</em></p> <p><em><strong><a name="_ftnref3" id="_ftnref3"></a> - That the requests of young objectors be evaluated by an impartial and independent instance! </strong>Requests made by young men to be recognized as conscientious objectors are assessed by an “Interdisciplinary Commission”. This commission is mainly composed of public officials dependant on the military institutions and with professional backgrounds in the fields of psychology, medicine and active military officials as well as an official from the public ministry. However, this commission doesn't meet the standards suggested by the UN Human Rights Commission in terms of an impartial and independent body <sup><a href="https://www.wri-irg.org/en/story/2019/statement-conscientious-objectors-colombia#_ftn3">[3]</a></sup>. In remote areas of the country, the presence of the public ministry official may be conditioned by the ability to provide the service in that area, which implies that the commissions end up being composed only of members from the Armed Forces.</em></p> <p><em><strong> - “They want me to give up my right and offer me other exemption options”.</strong> In many cases, when a young man declares himself an objector, public officials try to persuade the young man not to opt for conscientious objection, showing him other exemption options. Urges States to establish, if they do not already have them, independent and impartial decision-making bodies responsible for determining whether conscientious objection to military service is valid in each specific case, taking into account the requirement of non-discrimination between COs based on the nature of their particular convictions.</p> <p>No. 9.
