The right to conscientious objection to military service isn’t recognised and anyone refusing compulsory military service face a lifetime persecution, including continuous arrest warrants and repeated prosecutions amounting to “civil death” – a term being used to describe their exclusion from social, cultural and economic life.</p> <p>The report “Conscientious Objection to Military Service in Turkey” provides a comprehensive presentation of the rights violations COs are experiencing today. It includes 18 interviews with COs and their lawyers, and a detailed examination of the cases of 85 conscientious objectors. </p> <p>According to the report, there have been 45 applications to the Constitutional Court of Turkey by COs so far. The report also finds that 85 COs whose cases are included in the report have been fined a total of 575,517 Turkish Liras (approx. 55,815 Euros) altogether. </p> <p>As being party to both ECHR and ICCPR, Turkey is obliged to recognize the right to conscientious objection to military service as part of its commitments under international law. It’s also Turkey’s obligation according to her own constitution whose Article 24 protects freedom of religion and conscientious, and whose Article 90 recognizes the superiority of international law in matters related to fundamental rights and freedoms when there is a conflict between the national and international law. For other languages, see below.</strong> </p> <h2>Conscientious Objection in Turkey</h2> <p>In Turkey, the first conscientious objectors publicly declared their objections in the early 1990s and stood up against war, the military and compulsory service. In the meantime, far more than 1,000 conscripts have declared their conscientious objections. Furthermore, hundreds of thousands have evaded military service, using other ways or hiding. Faced with prosecution, several hundred have sought asylum abroad. By now Turkey is the only member state in the Council of Europe that has not recognised the right to conscientious objection to military service.</p> <p>This booklet is published 30 years after the first public declarations of conscientious objection. It takes stock, describes the solidarity work for the conscientious objection movement from abroad and gives a voice to conscientious objectors, some of whom were active in Turkey for years and have now gone into exile.</p> <p>The publication is published as part of our campaign for the International Conscientious Objection Day, 15th May. These are testimonies about past initiatives, current campaigns, individual struggles, personal understanding, research of nonviolent alternatives, rejection of violence, compassion, faith and political engagement. This report aims to support informed refugee status determination for conscientious objectors to military service seeking asylum by highlighting relevant international and regional standards and jurisprudence and analyzing national guidance. We also wanted to show solidarity with those who are suffering imprisonment and stigma today for refusing to carry out military service in countries where there is still no right to register as a Conscientious Objector."</p> </blockquote> <p><strong>In Greece, </strong><em>Amnesty International Greece</em> released a video with conscientious objectors from Turkey and Greece, you can watch it <a href="https://www.facebook.com/88027997208/videos/930580241097753">here</a> (in Greek). They also organised an action in front of the Greek Parliament and the Turkish Embassy in Athens. </p> <p><strong><em>European Bureau for Conscientious Objection (EBCO)</em> </strong>published a press release highlighting the courageous struggle of conscientious objectors and activists in Turkey. In <a href="https://www.ebco-beoc.org/node/503">this press release</a> EBCO's president Alexia Tsouni stated:</p> <blockquote><p>“Turkey is the only member state in the Council of Europe that has not recognised the right to conscientious objection to military service, or at least indicated the intention of making civilian service available, and keeps prosecuting conscientious objectors and activists. The statement calls for an end to fossil fuel explorations in the Eastern Mediterranean which fuel the conflict and militarisation in the region. The statement calls on the actors to take action for climate justice rather than conflicting over fossil fuel reserves. Read the full statement below.</em></p> <h2>Stop Climate Disaster, Keep It In The Ground!</h2> <p>Climate disaster is real.</p> <p>Early this year, Australia was burning, now California and Siberia are burning. The Greenland Ice Shelf is melting, the North Pole may soon be ice free. The Thwaites glacier in Antartica is melting and that alone threatens a 65cm rise in world sea levels.</p> <p>The World Wildlife Fund reports a 70% fall in animal populations in the last 40 years. Sudan is flooded.</p> <p>All over the world, climate change is already threatening food production, and rising temperatures and extreme weather threaten human life. To keep global warming to a still dangerous 1.5 °C we need to reduce global carbon dioxide emissions by half by 2030 and to zero by 2050.</p> <p>Even to keep global heating at 2 °C, we should be planning to use at most 16% of known fossil fuel reserves, so the development of new reserves must stop immediately.</p> <p>The peoples of the Mediterranean and Black Sea states have a common interest. We do not need to fight one another for these oil and gas reserves. We need to work together to make a sustainable energy policy for the region and stop our rulers from fighting one another for resources that should, in any case, be left in the ground.</p> <p>It is sheer hypocrisy for our governments to participate in “climate summits” under the umbrella of the United Nations and promise emission reduction, then compete with one another to extract even more fossil fuels from under the earth’s crust. The Turkish government has proclaimed a “miracle” because there has been a natural gas discovery under the Turkish sector of the Black Sea. In the Mediterranean, all the coastal states, and some major powers, are saber rattling over fossil fuel reserves under the sea. These dangerous rivalries threaten the safety of all the peoples of our countries Energy policies determined by profit, not human need, have resulted in both expensive energy for the people and a looming climate disaster. “Consume or pay” contracts mean that even all the fossil fuel paid for is not being consumed.</p> <p>There is no rational need for more discovery. We need to take energy out of the hands of the profiteers and put it under the democratic control of the peoples of the region. We need local democratic control of the production and consumption of energy. We need to stop the destruction of our local and regional environment for energy projects. We need to ensure energy justice, with distribution according to social need, not profit. We need to end private profiteering in energy by taking energy production and distribution back into democratically controlled public ownership.</p> <p>We say no to new fossil fuel exploration and development of reserves! We say NO to conflict between our countries! Evidence included images of a Turkish <span>Bayraktar TB2 combat drone which was shot down by Armenia in late October.</span> The drone was fitted with surveillance and target acquisition technology built by <span>L3 Harris Wescam. Canadian officials claimed that this indicated that Turkey had diverted technology to Azerbaijan in direct violation of the end-user agreement between Turkey and Canada.</span></p> <p>The exports were allowed <a href="https://ricochet.media/en/3594/canada-bans-drone-tech-exports-to-turkey-following-media-scrutiny">following intense lobbying by lobbyists</a> connected to both <span>Bayraktar</span> and L3 Harris Wescam, which culminated in the Trudeau government allowing an exemption to rules that were blocking export of drone technology.
