Report on Rwanda: recruitment, desertion and prosecution of soldiers

WRI has been working with former soldiers from Rwanda and the German campaigning group Connection e.V.. In December 2016, we published a report exploring the experiences of former members of Rwandan armed forces, especially the barriers they experienced in leaving the army over the past decade. According to the report, a majority of the soldiers recruited between 1990 and 2012 were not given employment contracts and anyone recruited in this period had no clear process for leaving the military.

The report states that despite its grave consequences, desertion remains the only option for many because of the difficulties in finding lawful ways to leave the army.
