Finally, information on the seminar and Council meeting 2007 is available, online and with this email. While we have general information available in English, German, and Spanish, the seminar language will be English, and so we do not provide a registration form in any other language. As always, we welcome early registration, and early payment.

The seminar itself will be followed by the WRI Council meeting from 26-29 August 2007, which starts with an afternoon session on 26 August on the Israeli-Palestinian conflict.
Accommodation at Neve Shalom is simple - we will be camping, so it's best if you bring your own tent. However, hotel accommodation is available at extra costs.
For all potential participants who require a visa for Israel, please register soon, and pay the registration fee. To prevent fraud (which we unfortunately had to deal with a lot at previous seminars), we will only issue invitations for visa purposes after receipt of the registration fee, which is non-refundable.

Gender and militarism

New Profile/WRI seminar, August 2007, Israel

Introduction

Today it is becoming increasingly clear that consistent feminism cannot do without a thorough analysis of militarism and that consistent antimilitarism cannot do without a deep understanding of gender issues in both theory and practice.

On the one hand, patriarchy and male dominance crucially rely on militarism, on the way militarism and war shape what is considered to be security, what is considered to be part of the public, rather than private, sphere, and on the constant dangers generated by weaponry and war. On the other hand, manipulating notions of masculinity and femininity is central in motivating people to support war in word and deed, and to take part in it. Gender awareness is also indispensable for effectively resisting war and injustice. The continued marginalisation of women in movements of conscientious objectors to military service around the world gives a living example of how important it is to foster gender awareness in ourselves as anti-militarist activists.

The Gender and Militarism Seminar, to be held in Israel in August 2007 will bring together activists and academics from all over the world to study the mutual connections between militarism and gender. The seminar is organised by War Resisters' International together with the Israeli feminist antimilitarist movement New Profile. This project builds on a long history of work on issues of gender and militarism by both organisations, and continues and deepens the long-standing cooperation between them.

Since 1976 WRI has organised a number of international women's conferences, alone and in cooperation with other organisations[1]. Since1986 the WRI women's working group is a place of debate and support among women within WRI, and publishes an irregular newsletter. In 1998, the WRI Triennial conference adopted a strategic plan, which states as one of WRI's over-arching objectives the incorporation of a feminist perspective into all of WRI's work[2 ]. Consequently, a critique of militarised masculinity is an integral part of WRI's work on conscientious objection.

The Israeli group New Profile was established in 1998. It grew out of the work of two feminist study groups discussing the state of women in the highly militarised Israeli society. New Profile's work has always been focused on the connection between gender and militarism. As Israel is one of only two countries in the world practicing mandatory conscription for women, this has included a special emphasis on women's refusal and conscientious objection: from the publication in 1999 of a guide for women conscientious objectors, through the Women Refuse project in 2002, through the documentation of the experiences of women conscientious objectors since 2003 and up to the special campaign in support of feminist objector Idan Halili in 2005-6. Needless to say, all other aspects of New Profile's work - on militarism in education and child recruitment, on supporting and counselling people who avoid military service, etc., are based on a gender analysis of the militarised Israeli society.

The cooperation between WRI and New Profile, which goes back to 2001, first focused on the issue conscientious objection.[3] It has included a joint seminar on conscientious objection in Tel Aviv in 2003. Ever since, Israeli women COs have participated in WRI's annual events to mark International Conscientious Objectors' Day. A woman CO and New Profile activist from Israel was also part of the WRI delegation to the World Social Forum in Nairobi earlier this year. Presently, both organisations cooperate on the production of an Anthology on women conscientious objectors, which is planned to be launched at the seminar.

The seminar schedule, which appears below, is not final yet. Some of the themes may change, some of the speakers are not yet decided and not all speakers listed are finally confirmed. Nevertheless, it gives a good understanding of the planned structure and scope of the seminar.

Note also that it is a long-standing tradition in WRI seminars not to prepare in advance all the workshops in workshop sessions, but to leave room for spontaneous initiatives by the seminar's participants.

Geschlechterverhältnisse und Militarismus

Einleitung

Es wird heute mehr und mehr klar, dass in sich konsistenter Feminismus nicht ohne eine vernünftige Analyse von Militarismus auskommen kann, und dass in sich konsistenter Antimilitarismus nicht ohne ein tiefes Verständnis von Geschlechterverhältnissen in Theorie und Praxis auskommen kann.
Auf der einen Seite stützen sich Patriarchat und Männerdominanz sehr stark auf Militarismus, auf die Art und Weise wie Militarismus und Krieg das formen, was als Sicherheit bezeichnet wird, was als Teil des öffentlichen, und nicht des privaten Raumes angesehen wird, und ebenso auf die permanenten Gefahren, die von Waffenarsenalen und Krieg geschaffen werden. Auf der anderen Seite ist die Manipulierung des Verständnisses von Männlichkeit und Weiblichkeit zentral bei der Motivierung von Menschen für die Unterstützung von Krieg in Wort und Tat, und dafür, sich an Krieg zu beteiligen. Ein Bewusstsein über Geschlechterverhältnisse ist daher unabdinglich, um effektiv gegen Krieg und Ungerechtigkeit Widerstand zu leisten. Die anhaltende Marginalisierung von Frauen in Kriegsdienstverweigerungsbewegungen überall in der Welt gibt ein lebendiges Beispiel wie wichtig es ist, Bewusstsein zu Geschlechterverhältnissen unter uns als antimilitaristischen AktivistInnen zu fördern.
Das Seminar Geschlechterverhältnisse und Militarismus, das im August 2007 in Israel stattfinden wird, wird AktivistInnen und AkademikerInnen aus der ganzen Welt zusammenbringen, um die Verbindungen zwischen Militarismus und Geschlechterverhältnissen zu studieren. Das Seminar wird gemeinsam von War Resisters' International und der israelischen feministisch-antimilitaristischen Bewegung New Profile organisiert. Dieses Projekt baut auf eine lange Geschichte der Arbeit zu Fragen von Geschlecht und Militarismus durch beide Organisationen auf, und wird die lange andauernde Kooperation zwischen beiden Organisationen vertiefen.
Seit 1976 hat die WRI mehrere internationale Frauenkonferenzen organisiert, allein und in Zusammenarbeit mit anderen Organisationen[1]. Seit 1986 ist die Frauenarbeitsgruppe der WRI ein Ort der Diskussion und der gegenseitigen Unterstützung für Frauen innerhalb der WRI, und sie veröffentlicht einen unregelmäßig erscheinenden Rundbrief. 1998 verabschiedete die WRI-Dreijahreskonferenz einen Strategieplan, der als eines der übergreifenden Ziele der WRI die Eingliederung einer feministischen Perspektive in die gesamte Arbeit der WRI vorsieht[2 ]. Konsequenterweise ist eine Kritik von militarisierter Männlichkeit integraler Bestandteil der Arbeit der WRI zu Kriegsdienstverweigerung.
Die israelische Gruppe New Profile wurde 1998 gegründet. Sie erwuchs aus der Arbeit zweier feministischer Studiengruppen, die die Situation von Frauen in der hochmilitarisierten israelischen Gesellschaft diskutierten. Die Arbeit von New Profile hat sich auf die Verbindungen zwischen Geschlechterverhältnissen und Militarismus konzentriert. Da Israel eines der nur zwei Länder ist, die die Wehrpflicht für Frauen praktizieren, beinhaltete dies eine spezielle Aufmerksamkeit für die Verweigerung von Frauen: von der Veröffentlichung eines Handbuches für kriegsdienstverweigernde Frauen 1999, über das Projekt Women Refuse 2002, durch die Dokumentierung der Erfahrungen von kriegsdienstverweigernden Frauen seit 2003, und bis zur speziellen Kampagne zur Unterstützung der feministischen Verweigererin Idan Halili 2005/06. Es ist unnötig zu betonen, dass alle anderen Aspekte der Arbeit von New Profile - zu Militarismus in der Bildung und der Rekrutierung von Kindern, zur Unterstützung und Beratung von Menschen, die den Kriegsdienst vermeiden, usw. - auf einer Geschlechteranalyse der militarisierten israelischen Gesellschaft beruhen.
Die Zusammenarbeit zwischen der WRI und New Profile, die auf das Jahr 2001 zurückgeht, konzentrierte sich zunächst auf die Frage der Kriegsdienstverweigerung[3]. Sie beinhaltete ein gemeinsames Seminar zur Kriegsdienstverweigerung in Tel Aviv 2003. Seitdem haben israelische kriegsdienstverweigernde Frauen an den jährlichen Veranstaltungen der WRI zum Internationalen Tag zur Kriegsdienstverweigerung teilgenommen. Eine israelische KDVerin und New Profile-Aktivistin war auch Teil der WRI-Delegation zum Weltsozialforum in Nairobi zu Beginn diesen Jahres. Derzeit arbeiten beide Organisationen gemeinsam an der Produktion einer Anthologie zu kriegsdienstverweigernden Frauen, die beim Seminar in Israel vorgestellt werden soll.

Einige Vortrags/Workshopthemen können sich noch ändern, einige RednerInnen stehen noch nicht fest, und nicht alle der unten aufgeführten RednerInnen haben bereits zugesagt. Dennoch gibt dieses Programm einen guten Überblick über die Struktur und Reichweite des Seminars.
Bitte beachtet auch, dass es eine alte Tradition bei WRI-Seminaren ist, nicht alle Workshops vorher zu planen, sondern Raum zu lassen für spontane Initiativen der SeminarteilnehmerInnen.

Introducción

A día de hoy está quedando cada vez más patente que no se puede hacer un feminismo consecuente sin un análisis profundo del militarismo y que no se puede hacer un antimilitarismo consecuente sin un profundo conocimiento de cuestiones de género tanto en teoría como en la práctica.
Por un lado, el patriarcado y la dominación masculina dependen del militarismo, en el sentido en que el militarismo y la guerra determinan lo que se considera seguridad, lo que se considera parte de lo público, en contraste con la esfera privada, y los constantes peligros generados por el armamento y la guerra. Por otro lado, los manipulados conceptos de masculinidad y feminidad son cruciales para motivar a la gente para apoyar la guerra de palabra y de obra, y tomar parte en ella. La conciencia de género resulta también indispensable para resistir eficazmente la guerra y la injusticia. La marginación continua de las mujeres en los movimientos de objetores de conciencia al servicio militar en todo el mundo nos muestra un ejemplo vivo de lo importante que es fomentar la conciencia de género en nosotros mismos como activistas antimilitaristas.
El seminario Género y Militarismo, que tendrá lugar en Israel en agosto de 2007 reunirá a activistas y académicos de todo el mundo para estudiar las relaciones entre militarismo y género. El seminario está organizado por la Internacional de Resistentes a la Guerra junto con el movimiento feminista antimilitarista israelí New Profile. Desde 1976 la IRG ha organizado varias conferencias internacionales de mujeres, en solitario y en colaboración con otras organizaciones [1]. Desde 1986 el grupo de trabajo de mujeres de la IRG es un lugar de debate y apoyo entre mujeres dentro de la IRG, y publica un boletín esporádicamente. En 1998, la Conferencia Trienal adoptó un plan estratégico, que establece como uno de los objetivos transversales la incorporación de una perspectiva feminista en todo el trabajo de la IRG [2]. Por lo tanto, la crítica de la masculinidad militarizada es una parte esencial del trabajo sobre objeción de conciencia.
El grupo israelí New Profile se fundó en 1998. Surgió del trabajo de dos grupos feministas de debate que trataban el estado de la mujer en la altamente militarizada sociedad israelí. El trabajo de New Profile se ha centrado siempre en la relación entre género y militarismo. Dado que Israel es uno de los dos únicos países del mundo que practica el reclutamiento obligatorio de las mujeres, éste ha incluido una atención especial sobre la objeción de conciencia y deserción de las mujeres: desde la publicación en 1999 de una guía para las mujeres objetoras de conciencia, el proyecto Women Refuse en 2002, la documentación de las experiencias de mujeres objetoras de conciencia desde 2003, hasta la campaña especial de apoyo de la objetora feminista Idan Halili en 2005-2006. Ni que decir tiene que todos los demás campos del trabajo de New Profile como el militarismo en la educación y el reclutamiento de niños, el apoyo y asesoramiento a los que rechazan el servicio militar, etc., se basan en un análisis de género sobre la militarizada sociedad israelí.
La colaboración entre la IRG y New Profile, que data de 2001, al principio se centró en asuntos de objeción de conciencia[3] . Incluye un seminario conjunto sobre objeción de conciencia en Tel Aviv en 2003. Desde entonces, las objetoras de conciencia israelíes han participado en las actividades anuales de la IRG para conmemorar el Día Internacional de la Objeción de Conciencia. Una objetora de conciencia y activista de New Profile de Israel formó parte de la delegación de la IRG en el Foro Social Mundial en Nairobi a principios de este año. Actualmente, ambas organizaciones colaboran en la realización de una antología de mujeres objetoras de conciencia, que se prevé presentar en el seminario.

El seminario

Programa

El programa del seminario, que mostramos a continuación, no está cerrado todavía. Algunos de los temas pueden cambiar, algunos de los conferenciantes no están fijados y no todos ellos están confirmados. Sin embargo, da una buena información sobre la estructura y temas previstos para el seminario.
Téngase en cuenta que es habitual en los seminarios de la IRG no preparar previamente todos los talleres en las sesiones de talleres, sino dejar espacio para las iniciativas espontáneas de los participantes en el seminario.

	Esta sesión presenta varios contextos culturales y de género en los que tiene lugar la militarización. Pretende dar a los participantes una visión general del abanico de cuestiones que el tema de género y militarismo plantea.

[1] La IRG organizó su primera conferencia internacional de mujeres en 1976 en Francia. La segunda se celebró en 1980 en Escocia, la tercera en 1987 en Irlanda, y una cuarta en Bangkok a finales de 1992. La IRG organizó junto al Programa de Mujeres por la Paz de la IFOR una encuesta sobre género y formación en noviolencia que tuvo lugar en Tailandia en 2004.
