Since the 1980s, 15 May is celebrated as International
Conscientious Objectors' Day. Originally coordinated by the
International Conscientious Objectors' Meeting (ICOM), War Resisters'
International stepped in to coordinate and promote International
Conscientious Objectors' Day since ICOM ceased to meet ever since ICOM
1995 in Chad. As part of WRI's programme on The Right to Refuse to
Kill, since 2002, War Resisters' International helped to
established a tradition of international nonviolent direct action on 15
May in support of a certain CO struggle, accompanied by decentral
activities all over the world. Focus countries or region of the last
years were the Balkans in 2002, Israel in 2003, Chile/Latin America in
2004, Greece in 2005, and the United States in 2006.
This year, the focus is on Colombia, with a range of activities.

Desde los años 80, el 15 de Mayo se celebra el Día Internacional
de los Objetores de Conciencia.
Anteriormente era organizado por la Asamblea Internacional de Objetores
de Conciencia (ICOM) y la IRG se involucró en la organización y
promoción del Día Internacional de los Objetores de Conciencia
desde que el ICOM dejó de reunirse en 1995 en Chad. Como parte del
programa de la IRG El Derecho a Rechazar Matar,
desde 2002 la IRG ayudó a consolidar una tradición de acción directa
noviolenta internacional el 15 de Mayo, en apoyo de alguna lucha por la
Objeción de Conciencia, acompañado por acciones descentralizadas en
todo el mundo. En los últimos años se ha dedicado a los Balcanes en 2002,
Israel en 2003, Chile/Latinoamérica en 2004, Grecia en 2005, y los
Estados Unidos en 2006.
En este aňo, el foco es Colombia, con una variedad de actividades.

Dear friends and war resisters,
You receive a fraternal greeting from the National Assembly of
Conscientious Objectors - ANOOC, a network of organizations and groups
from different regions of Colombia who are promoting conscientious
objection against all - legal and illegal - armed groups, with a
nonviolent approach.
We're addressing this email to you with the intention to present you
our proposal to construct an international solidarity network for
conscientious objectors in Colombia, that contributes to the
strengthening of the processes of conscientious objection in Colombia,
through the diffusion of information, the development of actions of
political pressure in cases of forced recruitment and human rights
violations, and the brotherhood between international and national
groups of conscientious objection and nonviolence.
Online you'll find a more
detailed description of the proposal to construct a national and
international solidarity network, enclosing some antecedents, the
justification and the action plan, and the document we wrote (in
Spanish) for the
solidarity network about the situation of militarism and conscientious
objection in Colombia.
At this moment we are looking for groups from Europe that share our
position of war resistance and nonviolence and that are disposed to
support the processes of conscientious objection in Colombia,
considering the possibility to participate in the solidarity network
that we are constructing. That's the reason why we are inviting you:
1. To participate in the events we will organize in Medellín to
mark the International Conscientious Objectors' Day, including:
- On the 12th of May: an antimilitarist festival, with the presence
of various national and international groups of conscientious objection
and nonviolence, social and human rights organizations, college youth,
etc., where we will denounce - in an artistic way - the recruitment
problem and the militarization of the Colombian society, we will
visualize our position of nonviolent resistance and the alternatives
we're developing, and we'll launch the international solidarity network
for conscientious objectors in Colombia.
- On the 13th and 14th of May: the 5th National Assembly of
Conscientious Objectors, in this occasion amplified with the presence
of international delegates, to prepare the nonviolent direct actions
that will be unrolled on the 15 th of May, to evaluate the 1st phase of
the construction of the solidarity network and to determine the steps
of the 2nd phase (speaking tours of the Colombian conscientious
objectors in Europe, consolidation and functioning of the solidarity
network, concrete protection strategies and mechanisms, etc.).
- On the 15th of May: nonviolent direct actions in various parts of
the city of Medellín together with the different groups of
conscientious objection and nonviolence from Colombia and the
international delegates, with the purpose to denounce the recruitment
problem and the militarization of the Colombian society and to
visualize the position of nonviolent resistance of the groups of
conscientious objection.
- On the 16th of May: evaluation of the whole event and the
possibility to travel to another region to know the other local
processes of conscientious objection.
With respect to the participation expenses, we propose the
international delegates to finance their visas and airplane tickets to
Medellín, and on the side of the ANOOC we'll contribute with the
accommodation and food expenses during the days of the event, from the
11 th till the 16th of May. The persons who would like to travel to
another region afterwards, will have to coordinate the logistic matters
with the local processes that they will visit.
2. To publish information about the situation of militarism and
conscientious objection in Colombia in the communication media to which
you have access (reviews, news bulletins, web pages, etc.).
3. To organize local actions to sensitize the community about the
situation of militarism and conscientious objection in Colombia and to
motivate other persons and groups to participate in the activities that
eventually will be organized during the visits of the Colombian
objectors in the month of June (cf. no. 4).
4. To receive the visit of 2 Colombian objectors between the 31 st
of May and the 14th of June:
- to know more about the Colombian reality of war and militarism
and the processes of conscientious objection,
- to exchange experiences related to conscientious objection,
nonviolence, antimilitarism and war resistance,
- to organize local events (forums, workshops, radio interviews,
direct nonviolent actions, etc.) to sensitize the common people, and
- to make concrete the strategies of diffusion, denouncement and
political pressure towards the future.
For these visits we hope to count with your support to meet the
accommodation, food and local travel expenses of the objectors, and on
the side of the ANOOC we're looking for the money to cover the airplane
tickets from Colombia to Spain and the visa expenses.
Although all these activities take part of the whole proposal to
construct the solidarity network, it's not necessary that all
interested groups enroll all the activities. Each group can determine
which activities they can aim to, starting from their own interests and
capacities.

Queridos amigos y amigas resistentes a la guerra,
Reciban un fraternal saludo de parte de la Asamblea Nacional de
Objetores y Objetoras de Conciencia - ANOOC, un espacio de articulación
y coordinación de organizaciones y grupos de diversas regiones de
Colombia que promueven la objeción de conciencia a todos los grupos
armados - legales e ilegales - desde la perspectiva de la noviolencia.
Por medio de este correo queremos presentarles la propuesta de
construcción de una red internacional de apoyo a objetores y objetoras
de conciencia en Colombia, que contribuya al fortalecimiento de los
procesos de objeción de conciencia en Colombia, a partir de la
divulgación de información, el desarrollo de acciones de denuncia,
presión política y protección en casos de reclutamiento forzado y
violaciones de los derechos humanos, y el hermanamiento entre grupos
internacionales y nacionales de objeción de conciencia y noviolencia.
En línea encuentran la
propuesta detallada de la construcción de la red internacional de
apoyo, incluyendo los antecedentes, la justificación y el plan de
acción, al igual que el
documento que
escribimos para la red de apoyo sobre la situación de la militarización
y la objeción de conciencia en Colombia.
En este momento estamos buscando grupos de Europa que comparten nuestra
posición de resistencia a la guerra desde la noviolencia y que quieren
solidarizarse con los procesos de objeción de conciencia en Colombia,
considerando la posibilidad de participar en la red de apoyo que
estamos construyendo. Por esta razón les estamos invitando a:
1. Participar en los eventos que organizaremos en Medellín en el
marco del Día Internacional de la Objeción de Conciencia, incluyendo:
- El 12 de mayo: un festival antimilitarista, con presencia de
diversos grupos nacionales e internacionales de objeción de conciencia
y noviolencia, organizaciones sociales y de derechos humanos, jóvenes
de colegios, etc., en el cual denunciaremos la problemática de
reclutamiento y militarización de la sociedad colombiana a partir de la
expresión artística, visibilizaremos nuestra posición de resistencia
noviolenta así como las alternativas que venimos desarrollando, y
haremos el lanzamiento de la red internacional de apoyo a objetores y
objetoras de conciencia en Colombia.
- El 13 y 14 de mayo: la 5ª Asamblea Nacional de Objetores y
Objetoras de Conciencia, esta vez ampliada con la presencia de
delegados/as internacionales, para preparar las acciones directas
noviolentas que se desarrollarán el 15 de mayo, para evaluar la 1ª fase
de la construcción de la red de apoyo y definir los pasos de la 2ª fase
(visitas a los grupos de apoyo, consolidación y funcionamiento de la
red de apoyo, estrategias y mecanismos concretos de protección, etc.)
- El 15 de mayo: unas acciones directas noviolentas en diferentes
partes de la ciudad de Medellín con los diferentes grupos de objeción
de conciencia y noviolencia de Colombia y delegados/as internacionales,
para denunciar la problemática de reclutamiento y militarización de la
sociedad colombiana y visibilizar la posición de resistencia noviolenta
de los grupos de objeción de conciencia.
- El 16 de mayo: la evaluación de todo el evento y la posibilidad
de viajar a otra región para conocer otros procesos locales de objeción
de conciencia.
Con relación a los gastos de participación, proponemos que los/as
delegados/as internacionales se encarguen de la financiación de sus
visas y tiquete aéreo hasta Medellín, y desde la ANOOC aportamos con el
alojamiento y la alimentación durante los días del evento, del 11 al 16
de mayo. Las personas que quisieran viajar luego a otra región tendrán
que coordinar los asuntos logísticos con los procesos locales que
visitarán.
2. Publicar información sobre la situación de la militarización y
la objeción de conciencia en Colombia en los medios de comunicación a
los cuales tienen acceso (revistas, boletines, página web, etc.).
3. Organizar acciones de sensibilización a nivel local para
concientizar la comunidad con respecto a la situación de la
militarización y la objeción de conciencia en Colombia y para motivar
otras personas y grupos para que participen en las actividades que se
organizarán eventualmente durante las visitas de los/as objetores/as de
Colombia en el mes de junio (ver: punto 4).
4. Recibir la visita de 2 objetores/as de Colombia entre el 31 de
mayo y el 14 de junio para:
- conocer de cerca la problemática de la guerra y la objeción de
conciencia en Colombia,
- intercambiar experiencias relacionadas con la objeción de
conciencia, la noviolencia, el antimilitarismo y la resistencia a la
guerra,
- organizar eventos locales (foros, talleres, entrevistas en radio,
acciones directas noviolentas, etc.) de sensibilización de la población
en general, y
- concretar las estrategias de divulgación, denuncia y presión
política hacia el futuro.
Para estas visitas esperamos que podamos contar con su apoyo para
cubrir los gastos de alojamiento, alimentación y transporte interno de
los/as objetores/as, y desde ANOOC estamos gestionando el dinero para
cubrir los viajes aéreos de Colombia a Europa y los costos del visado.
Aunque estas diferentes actividades hacen parte de la propuesta global
de construcción de la red de apoyo, no es necesario que todos los
grupos interesados desarrollen todas las actividades. Cada grupo puede
definir a qué actividades le puede apostar, a partir de sus intereses y
capacidades.
