The Assembly of the War Resisters’ International, gathered in the City Hall of Cape Town, South Africa, strongly condemns the ongoing assault by the Israeli military on Palestinians in Gaza and the West Bank. War Resisters’ International considers all war a crime against humanity, and we therefore call for the immediate end of hostilities, and in particular the repeated aggression by the State of Israel against Palestinians.

As opponents of war, we also oppose the causes of war, and stand in solidarity with oppressed people all over the world. We therefore call for the end of the occupation of Palestine and—especially gathered at the building from which Nelson Mandela made his first speech after release from prison—we call for the end of all forms of Apartheid everywhere.

War has returned to European soil, and it seems that Europeans are not capable, or not willing, to apply the lessons they try to teach in other parts of the planet. The European Union, a winner of the Nobel Peace Prize, put Ukraine in an impossible position when it asked it to choose between a political pact with the EU or a close economic relationship with Russia. Ordinary people in Ukraine have some of the lowest wages in the continent, and face one of the highest levels of political and economic corruption, creating hopelessness among many of them - hence the offer from the EU seemed to many like a golden opportunity to take a first step out of the mire.

The use of violence by both sides in the later stages of the Maidan protests created a precedent, and served as a justification for the use of violence in parts of Ukraine where many people disagree with the country's new political course. Also, the presence of neo-nazis in the new official Ukrainian politics, and the rise of the paramilitary units connected with them, encouraged other Ukrainians - in areas where many feel more attracted to and connected with Russia than with the EU - to consider armed struggle a legitimate method of dealing with conflict.

War Resisters International, a ninety-three year old antiwar/pacifist organization, after having gathered from over 60 countries at its Quadrennial conference in Cape Town, South Africa, expresses its deep sorrow over the self-immolation on 29 June of the Japanese man, and its deeper sorrow over the cause of that drastic action.

In the wake of the terrible suffering in Hiroshima and Nagasaki as victims of the world's first, and to date only, use of nuclear weapons in war, the Japanese adopted as Article 9 of their Constitution a prohibition against maintaining army for deployment outside the country's borders.

It seems to us terrible and tragic that, knowing what it collectively knows, Japan is now facing the repudiation of Article 9's prohibition on overseas war, and we entreat the nation and its legislators to reject this move, and maintain Article 9 as a beacon of nonviolence and non-aggression for the rest of the world.

1. Introduction

In this report, we present the work that War Resisters' International has been involved in since the international conference in January 2010 in India, and the challenges WRI faces. It describes the staffed programmes, the work in the regions and the work of the WRI bodies – executive and council. Last but not least, it deals with WRI’s finances – an issue of continued concern and worry.

Statement by War Resisters' International

The situation in Egypt is no longer international headline news, and yet the conflicts persist. War Resisters’ International (WRI) expresses our grave concern and sadness about the situation in Egypt today, fearful that the widespread acceptance of the oft-repeated slogan “the army and the people are one” can only lead to greater militarism, violence, and ultimately repression and injustice. We join with many human rights and peace activists the world over in strongly condemning the recent massacres of largely unarmed civilians. This type of state violence often follows the militarization of politics, as armed forces take control of the offices of government and attempt to dismantle civil society.

1. Introduction

Cette année, depuis le conseil d’administration de septembre 2012 à Bilbao, a été marquée par la réussite de la transition au bureau de Londres (départ d’Andreas Speck, arrivée d’Hannah Brock) et la poursuite des diverses activités programmées à l’IRG. La progression de la préparation de la Conférence internationale 2014 en Nous sommes tous Natan Blanc, affiche lors d'une veillée publique pour Chelsea Manning, Londres, février 2013Nous sommes tous Natan Blanc, affiche lors d'une veillée publique pour Chelsea Manning, Londres, février 2013Afrique du Sud et celle du Conseil 2013 ont constitué deux pans importants de notre travail. Au sein du réseau international, la journée mondiale contre les dépenses militaires (15 avril), celle des objecteurs de conscience (15 mai) et celle contre la militarisation de la jeunesse (14 juin), ont été l’occasion d’actions concertées pour plusieurs de nos sections et groupes associés.

Eleven years ago, during those 47 hours when a right-wing faction had detained Hugo Chavez and Pedro Carmona had declared himself the new president of Venezuela, one of the first groups to issue a condemnation of the coup was PROVEA, the Programa Venezolano de Educación-Acción en Derechos Humanos. At a time when the governments of the USA and Spain had recognised the 'new government', PROVEA - regardless of the risks their own organisation might face - circulated nationally and internationally their denunciation of the coup and their call for respect of the 1999 constitution. The courage and the determination to investigate and state the truth that marked PROVEA's action at that time has continued to characterise its research and reports. It is therefore alarming that Ernesto Villegas, the Venezuelan government minister for Communication and Information, should now smear PROVEA as "the rearguard of fascism" and "accomplices of murder and attacks".

WRI statement on the Global Day of Action on Military Spending

On 15 April there were more than 120 actions worldwide as part of the Global Day of Action on Military Spending, an initiative coordinated by the International Peace Bureau (IPB). The day of action coincided with the annual release of SIPRI's figures on military spending. According to SIPRI, in the last year there was a slight decrease (0.5%) of the world military expenditure. However, China - the second largest spender in 2012 - increased its expenditure by 7.8 per cent ($11.5 billion). Russia - the third largest spender - increased its expenditure by 16 per cent ($12.3 billion). Annual world military spending continues at around $1.5 trillion dollars.

Declaración regional por el Día Mundial de Acción Contra el Gasto Militar

El 15 de abril se celebrará el Día Mundial Contra el Gasto Militar, iniciativa coordinada por la Oficina Internacional de la Paz (IPB por sus siglas en inglés). Las organizaciones por la paz en Latinoamérica, provenientes de distintas y diversas historias y culturas, con una larga trayectoria de apuesta por la resolución noviolenta de los conflictos, nos sumamos a este día y decimos No más armas para Latinoamérica.
